Abstract
The main objective of this thesis is to study the implementation process of the Social Crisis Plan 2018-2020 as a public policy, with the goal of providing insight on the stimulating and hindering factors surrounding the implementation and to discover how the intended outcomes can be best achieved according to those involved. These insights aim contribute to the effectiveness of this Aruban policy as well as future policy processes in Aruba. The main research question for this qualitative research is: What are the stimulating and hindering factors for the implementation of two of the objectives of the Social Crisis Plan (to eliminate the accumulated waiting list of cases pending to get processed and to provide timely guidance in social crisis cases), and how can these intended objectives be best achieved according to the organizations involved? Fourteen semi-structured interviews with directors, managers and social workers from the involved organizations were held. This research shows that various stimulating factors of the implementation are based on elements of effective policy design theories. Factors hindering the implementation were related to lack of involvement from all relevant fields (education, justice, health-care), an unclear policy purpose and a rush to meet with the Minister’s deadlines. This research also shows neutral factors such as: different interests and perspectives regarding goals. Furthermore, some stimulating emerging themes are: the government’s initiative to combat urgent social issues and the initial collaboration of the social field. Hindering emerging themes are: bureaucracy and the lack of collaboration between various fields during the policy’s execution phase.
