Abstract
For this study, a qualitative research based on semi-structured interviews with eleven respondents was conducted on the alignment of the new government subsidy policy based on output financing and the missions of non-profit organizations (NPO’s) in the welfare sector in Aruba. The participants were representatives of the government and the NPO’s. They were selected based on theoretical sampling and the data have been analyzed through selective coding. This research showed that more effectiveness, increased efficiency and accountability, more flexibility with regard to additional funds, more collaboration among the NPO’s, greater ability to pursue a market oriented HR-policy, and improved decision making and management control related to the implementation of the new subsidy policy contribute to mentioned alignment. In contrast, limitations in human capital and, limited financial resources, as well as deficiencies in the management information system are restrictive factors in mentioned alignment.
