Abstract
In an era that continues to be defined by mounting sustainability challenges, there is growing pressure on the need to formulate comprehensive solutions. The literature suggests three triple helix models to highlight and analyze the different settings of interaction that might enhance this formulation. This exploratory case study aims to map out Aruba’s socio-economic collaboration landscape in order to better understand how triple helix partnerships may evolve in the context of a small island developing state. An extensive review of the literature and three rounds of data collection with experts are conducted. The insights are used to inform policy on creating effective triple helix partnerships to better address sustainability challenges in the Aruban society. The landscape is characterized by a shortcoming of triple helix partnerships and none of the models seems to be in line with this landscape. After re-examining and re-contextualizing the validity of existing triple helix models, the findings indicate that the models are presented as static representations. Accordingly, the situational or coordinative triple helix will be introduced to allow the institutional actors to situationally adjust the roles and responsibilities.
