Abstract
The aim of this research is to analyze the stimulating factors and hindering factors for effective policy implementation to target Non-Communicable Diseases risk factors with focus on physical inactivity and unhealthy diet. To analyze these factors, a main research question was formulated which is as follows, “What are the hindering and stimulating factors for effective policy implementation targeting the risk factors of NCDs specifically physical inactivity and unhealthy diet in Aruba?”. To be able to answer the main research question, five sub-questions were formulated. The questions are as follows; What actions are taken to target NCDs? Which policies are in place in Aruba to target unhealthy diet and physical inactivity? What are the hindering factors for an effective policy implementation regarding unhealthy diet and physical inactivity? What are stimulating factors for an effective policy implementation regarding unhealthy diet and physical inactivity? Lastly, how can the Aruban government effectively promote a healthy diet and physical activity through policies? This research is qualitative of nature leading to the method used for data collection as semi- structured interviews. These interviews were held with different NGOs, GO’s and individuals that take part in targeting NCDs. After conducting these interviews, thematic analysis was conducted to analyze the data from which different results were presented and conclusions were presented regarding hindering and stimulating factors targeting NCD risk factors in Aruba. From the results it can be concluded that, the factors that hinder effective policy implementation to target NCD risk factors in Aruba are, bureaucracy politics, lack of knowledge, both institutional and human capacity, institutional changes, lack of priority, feasibility, lack of finances, lack of follow-up, lack of commitment, manpower, lack of continuity, lack of data, lack of collaboration, lack in acting and lack in awareness and health education. The factors that stimulate the effective policy implementation to target NCDs in Aruba are, commitment, priority, investments, manpower, knowledge, follow-up (monitoring and evaluation), continuity, policy design, collaboration, capacity, and finances.
