Abstract
The organization that has been approached to conduct this research is the Department of Alien Integration, Policy and Admission (commonly referred to DIMAS). As of July 2006, DIMAS is the entity on Aruba in charge of executing the immigration policy of the Aruban government. DIMAS on a daily basis serves a great number of clients, mostly foreign citizens, to grant and/or renew work permits. The aim of this research is to determine the measures that are required to improve DIMAS’s efficiency, productivity, and effectiveness. A combination of both qualitative and quantitative research method was used to conduct this research. Qualitative research was used to gain information on the perspective of the managers on how they see the service of the organization. Quantitative research was chosen to gather data among the street-level bureaucrats with respect to their perspective on the services rendered. For this research, 8 participants of the management level of DIMAS have been approached to complete an interview with a semi structured topic list that is provided in the appendix. Also 17 individuals of the operating core of DIMAS were approached to give their contribution by completing a survey. After analyzing the strategic measures of DIMAS and concluding this research, the following might be evident: the “political power” might be hindering the effective management of this organization and the political power might be also creating room for much more other issues to arise that unnecessarily negatively affect: the integrity of the executive power; the integrity of policy advisors and other staff of the government; the effectiveness of the organizations’ management; the productivity and integrity of the individuals forming part of the workforce. The main recommendation is to create a more independent structure and use its structure as a strategic measure to ensure efficiency, productivity, and effectiveness. Should this recommendation be accepted and implemented, the government would have to formalize this structure and initiate the process to establish a national immigration policy.
