Abstract
The performance appraisal (PA) interviews at the Dr. Horacio E. Oduber Hospital (HOH) are designed as an instrument to motivate and to support employees in their professional development and performance. The managers are required to hold PA interviews with the employees bi-yearly. However, in practice, it shows that only 20% of the managers do PA interviews, usually once a year. The question is therefore, is to what extent are the PA interviews effective towards achieving employee performance, motivation, and development at the HOH? What are the factors that hinder and stimulate the usage of this instrument at the HOH? And how effective is the instrument in improving employee motivation, development, and performance? A qualitative research was conducted in HOH, where 17 respondents participated in the data collection. This study shows that PA interviews contribute to employee performance, depending on the way the PA interviews are done, and if there is a follow up on the agreements. Furthermore, the PA interviews can contribute to the motivation and development of the employees at the HOH, however, this is not experienced by most employees, due to the poor follow-up and promises that were not kept regarding education.
The hindering factors of the study are; lack of control procedures, logistic difficulties, and the perception that PA interviews does not contribute to its goals, lack of training, perception: lack of a thorough and fair PA system, emerging theme: lack of exemplary role, and emerging theme: low education budget. The stimulating factors are; strong control procedures, transparent and supportive environment, perception: demonstrate the added value of PA interviews, and assessing appraisal reaction. It is apparent that most respondents do not find the PA interviews effective because they are not done structurally, and there is a lack of follow- up on agreements.
