Abstract
The aim of this research is to provide insight into the organizational performance challenges experienced by employees of the child protective organization Directie Voogdijraad prior to and during the COVID-19 pandemic crisis. Main research question is “What organizational performance challenges were present at Directie Voogdijraad prior to and during the COVID-19 pandemic crisis, and what implementation strategies can help these organizations to improve the quality of their organizational performance”? The methododology used for this research is of a qualitative nature with a case study design. The results indicate that the general challenges were lack of resources (housing, tools, budget, manpower, monitoring and evaluation, counseling); limiting laws and policies; insufficient communication with external organizations; lack of safety and security out on the field; and recidivism due to insufficient guidance for families. COVID-19 specific challenges were accessibility; a broken link between victims and reporters; deteriorating
office dynamics and mental wellbeing of employees; and budget cuts. Strategies to improve the organizational performance are child participation; acknowledgement and prioritization of DVR as part of crisis response; strengthening the workforce (courses, monitoring and evaluation system, budget, tools manpower); creating a new resilience approach (supervision, peer-support, counseling, repeated reflection sessions); and a data-sharing system that is effective, efficient and child-friendly.
