Biography
Luciano Milliard has been a lecturer of constitutional law, philosophy, and policy in the Organization, Governance, and Management (OGM) program at the University of Aruba since 2002. He also is the Vice-chair Program Advice Committee and a Member OGM Program Committee. In 2010 he became the founding international officer of the Office of International Affairs of the University of Aruba. After a short stint at the Aruba Department of Foreign Affairs, he returned as Dean of the Faculty of Arts and Science at the University of Aruba. Additionally, Luciano holds several teaching certifications including Certificate Hospitality Education (CHE) from the American Hotel and Lodging Education Institute, the Latin American Scholarship Program of American Universities (LASPAU) from Academic and Professional Programs for the Americas, a nonprofit organization affiliated with Harvard University, and FAS Minitraining.
Luciano holds a Master's degree in law from the University of Maastricht. After graduation, he worked as a junior lecturer/researcher in constitutional law at the University of Groningen in the Netherlands. Luciano's research interested constitutional law of the kingdom and his research methods center around literature research.
